New construction plumbing, bid to closeout
Underground through trim out, on your programme and through your inspections. We estimate from plans and specs, we raise questions in writing before they turn into rework, and we close the permit out at the end.
Work is performed under the supervision of Responsible Master Plumber Jose Garcia, RMP #44229. New construction and commercial is the side of the business he runs directly.
Scope
What we carry on a project
Plan and spec estimating
We take off from your drawings and specifications and give you a number you can put in a bid, with the assumptions we priced it on written down.
Underground and ground works
Sanitary and water below slab, set and tied out to the plan before the pour, then tested and inspected where the jurisdiction requires it.
Rough-in and top-out
Waste, vent and water rough through the structure, pressure tested and left ready for the inspection your schedule depends on.
Domestic water
Hot and cold distribution sized to the fixture count, in the material the spec calls for, with isolation where it makes the building serviceable later.
Sanitary and vent
Drain, waste and vent laid out to code for the fixture schedule, including venting arrangements that survive an inspector reading the plan properly.
Gas piping
Sizing for the connected load rather than for the pipe that happens to be on the truck, then pressure tested and inspected.
Water heaters
Tank or tankless, set, vented, connected and commissioned, including the gas and venting work that a tankless unit usually brings with it.
Fixture and trim out
Final fixtures and trim installed, connected and tested, at the finish quality the rest of the project is being held to.
Permits and inspections
GarSan obtains required permits and coordinates inspections when required for the scope and jurisdiction, and deals with the AHJ so your super does not have to.
RFIs, changes and closeout
Questions raised in writing before they become rework, changes priced before they are built, and the paperwork you need to close the permit out.

What we need to bid
Send what you have. An incomplete set is still worth sending, we will just tell you what we assumed.
- Plans and specs, or whatever set you have, even if it is not final
- Fixture schedule or a fixture count if the schedule does not exist yet
- The jurisdiction, because permitting and inspection differ by AHJ
- Programme dates, or at least when you need to be out of the ground
- Anything unusual about the site: access, existing utilities, soil, phasing

Straight answers for contractors
What size projects do you take?
Custom and spec homes, small multi-family, tenant improvements, and commercial work in the Northeast Houston area. We are a growing company rather than a large one, so we would rather tell you early that a project is beyond what we can staff properly than take it and let you down halfway through. Ask us and we will give you a straight answer.
Do you bid from plans, or do you need a walk?
We can bid from a complete set. For anything with existing conditions, a renovation, a tie-in or a difficult site, a walk gets you a far more reliable number and fewer changes later.
Are you bonded?
Project-specific bonding is available when required. We do not describe ourselves as bonded generally, because that would suggest a standing arrangement rather than something arranged for a particular project.
Who is actually responsible for the work?
All of GarSan's plumbing work is performed under the supervision of Responsible Master Plumber Jose Garcia, RMP #44229. That is a named individual holding a state licence, not a company registration, and you can verify it with the Texas State Board of Plumbing Examiners.
How do you handle changes?
In writing, priced, and agreed before the work is built. If we find something in the field that changes the scope, you get told when we find it rather than when you get the invoice.
