Houston-area water is hard. It carries enough dissolved mineral to leave white scale on your fixtures, shorten the life of a water heater, and stop soap lathering properly. A softener is the usual answer to that, and it is the one most homes here end up needing.
A water filter is a different thing solving a different problem. Where a softener targets hardness, a whole-home water filter targets what the water tastes and smells like: chlorine, sediment, and the other things that make people buy bottled water for a house that already has a supply. Plenty of homes want both, and they are usually installed together at the point the main enters the house.

A softener removes the dissolved calcium and magnesium that cause hardness, which is what scales up your fixtures and your water heater. A filter removes things you can taste and smell, like chlorine and sediment. They are not interchangeable. If your problem is white crust on the taps, that is hardness. If it is the taste, that is filtration.
A lot of homes in this area do, because Houston-area water is genuinely hard and also chlorinated. But we will tell you if you only need one. There is no point selling you a filter for a hardness problem.
At the point the main water line enters the house, so everything downstream of it is filtered. If a softener is going in too, the two are normally installed together in the same run.
A softener needs salt topping up on a regular basis. A filter needs its cartridge or media changed on a schedule that depends on the unit and your water. We will tell you what yours needs before you buy it.
